GetServiceFeeByTicketID

Calculates fee that will be required upon exit. Requires ticketID, exitDateTime - the time to which calculate fee, transactionID - transaction id that will be logged (if left empty will be auto-generated), arg1 - system reserved, leave empty Returns: Fee - sum in cents; FeeValidTill - date/time untill which the fee shuld stay the same unless the client uses some additional services, or has paid; EntranceDT - date/time when the client entered the current zone; Zone - current location of the client; TID - Transaction id which must be used in PayForService method
